Maritime, port and cargo consultancy

When an operation requires a technical decision, collecting data is not enough: it is necessary to know what they demonstrate and which information is still missing. TWS Maritime Service provides maritime, port and cargo consultancy connected to its inspection and operational monitoring activities. The work starts from the client's need and turns documents and observations into recommendations applicable to the case.

When to engage

The consultancy may support the preparation of a survey, the assessment of an incident or the clarification of discrepancies concerning the condition, quantity and handling of cargoes. It is appropriate when shipowners, charterers, operators or cargo interests need to define the scope of an investigation, compare alternatives or organize technical communication with the other participants.

Scope of the consultancy

We define in advance the question to be answered, the required documents and any field activities envisaged. Depending on the engagement, we may include:

  • Technical review of loading, discharge, inspection and handling records.
  • Preparation of survey scopes and identification of the information required for the analysis.
  • Assessment of incidents and proposed measures to prevent or reduce damage.
  • Comparison between documentation and observed conditions, indicating inconsistencies or additional checks.
  • Support for technical communication between the client and the persons appointed for the operation.

What the client receives

The deliverable is defined in the proposal and may take the form of a technical note, opinion or prioritized recommendations. The document explains the evidence considered, the assumptions of the analysis and the issues that remain open. This enables the client to understand the basis for each recommendation and refer the necessary actions to the appropriate responsible parties.

References and limitations of the work

We select references relevant to the issue: in dry bulk operations, for example, the BLU Code addresses the ship/terminal interface. The use of a technical reference does not constitute certification of the operation. Legal consultancy, project approval, engineering calculations and other activities requiring specific qualifications are not presumed to be included in this service.

Frequently asked questions

Does the consultancy include attendance on board or at the terminal?

The need for a visit is assessed according to the objective. On-site activities, documentation to be examined and deliverables must be included in the agreed scope.
