On 14 September, port leaders meeting in Busan adopted the Busan Port Declaration 2026, bringing together 11 major ports around a shared agenda of digital collaboration, supply-chain resilience and energy transition. The Port of Barcelona, one of the participating ports, confirmed the declaration on 16 September. The participants included Busan, Barcelona, Rotterdam, Los Angeles, Hamburg, Antwerp-Bruges, HAROPA, Singapore, Long Beach, Seattle and Ningbo.
Verified commitments include closer data interoperability and digital collaboration between ports; use of artificial intelligence to improve logistics-chain management; promotion of sustainable fuels and low-emission technologies; and exchange of operating knowledge and good practice. The declaration also identifies the International Association of Ports and Harbors and the International Maritime Organization as platforms through which cooperation can be developed.
The declaration is an alliance statement rather than a new regulation. The material currently published does not establish a common technical data standard, funding mechanism, delivery schedule, fuel specification, emissions target or mandatory requirement for vessels, terminals or cargo interests. Its immediate importance is therefore strategic: it connects ports on key Asia-Europe-Pacific trade lanes that influence port-call information, bunker and shore-power planning, and cargo-flow visibility.
For shipowners, managers and masters, the operational test will be whether the initiative translates into compatible port-call messaging, more reliable berth and arrival information, and clearer procedures for alternative-fuel and shore-power interfaces. For charterers and cargo owners, improved data sharing could eventually support better ETA confidence and disruption management, but the declaration does not itself create a customer-facing visibility service or guarantee data availability.
P&I interests, insurers and claims handlers should also distinguish between technology ambition and deployed controls. Wider use of AI and linked port platforms may improve early warning of congestion or supply-chain disruption, but it increases the need for clear data ownership, validation, cyber-security arrangements, audit trails and escalation responsibilities. Those controls are particularly relevant where voyage decisions, terminal sequencing or emissions reporting rely on shared data.
Barcelona used the associated Busan conference to present its Onshore Power Supply (OPS) rollout and the practical electrical-capacity and investment challenges of connecting large ships at berth. This illustrates the wider point: digital coordination, shore power and future-fuel infrastructure must be aligned at the ship-port interface, rather than treated as separate decarbonization projects.
Why this matters: the declaration is not yet an operational rulebook, but it is a credible signal that leading ports are seeking common digital and energy-transition pathways. Counterparties should monitor concrete follow-up projects, technical standards and pilot corridors before pricing contractual performance or emissions benefits into fixtures, port calls or cargo commitments.
