Fuel represents a significant portion of a vessel's operating costs. A difference between the declared quantity and the determined quantity warrants careful verification, based on data that can be understood by technical and commercial teams. The Bunker Quantity Survey provides this independent record during bunkering or when assessing fuel remaining on board.
Depending on the appointment, the work may include monitoring measurements before and after transfer, checking tank tables, reported temperatures, densities and applicable corrections. The comparison takes into account the observed conditions, the documentation made available and fuel movements relevant to the period. Whenever possible and authorized, the verification involves the representatives responsible for on-board and supply records.
Where discrepancies exist or a more in-depth investigation is required, the scope may include an investigative verification, also commercially known as a Bunker Detective Survey. The purpose is to examine consistency between measurements, tank arrangement, tables and operational records. Findings that justify further verification are documented without turning a measurement discrepancy into an automatic allegation of fraud.
The report includes the identification of the operation, references used, calculated quantities, discrepancies found and relevant limitations. The organization of evidence facilitates technical clarification among those involved. Quantity verification is not equivalent to laboratory analysis of fuel quality; sampling, testing and other complementary work must be defined separately.
