At the delivery and redelivery of a chartered vessel, the observed condition must be clearly documented. The On-Hire Survey establishes a baseline at the beginning of the period; the Off-Hire Survey records the situation at redelivery. This comparison helps owners, charterers and operators discuss differences based on evidence, without relying solely on retrospective information.

TWS Maritime Service organizes the service according to the purpose of the appointment, the vessel type and the instructions received. The inspection may cover accessible deck areas, cargo holds, hatch covers and structures related to cargo operations, recording visible damage, condition and other relevant observations. Contextualized photographs supplement the description of the findings and facilitate their subsequent identification.

When included in the scope, the bunker verification determines the remaining quantities on board, known as ROB. Measurements, documents used and calculation assumptions must be identified. The record distinguishes fuel verification from condition assessment, allowing the services to be appointed jointly or according to the specific need.

At redelivery, previous reports made available by the client may support the comparison. Observed differences, access restrictions and items not verified must remain explicit: the report documents facts and technical assessments, but does not, in itself, determine the contractual liability of each party.
